  17. <p>     In the final days of the gulf war, General Norman
  18. Schwarzkopf had to fend off sniper fire from an unexpected
  19. front: defense intelligence analysts based in Washington. Both
  20. the CIA and the Defense Intelligence Agency thought
  21. Schwarzkopf's bomb-damage assessments in the final stage of the
  22. air campaign were inflated as much as 50%. Though Schwarzkopf
  23. based his information on firsthand pilot reports as well as
  24. satellite photos, the Beltway desk jockeys were convinced that
  25. Iraqi tanks, armored personnel carriers and artillery were in
  26. far better shape than field commanders claimed and could
  27. inflict great damage in ground combat. Bush Administration
  28. officials were so irritated by the continuing bureaucratic
  29. controversy that they reprimanded CIA chief William Webster at
  30. a White House session for letting his people publicly undermine
  31. Schwarzkopf's figures.
